New install for evaluation. I'm using 3.43.62, I tried 3.43.66 with the same issue. Downloaded and installed as administrator on windows 7 pro. cloned a working profile. Started Mach 3 with new profile. Installed set under set directory with masters. Start new profile and Mach hangs. No screens.
What step did I miss?

To find out what's happening, I suggest that you first simplify a bit for an initial test.
1) Please install mach3 3.42.62 with a default configuration.
I suggest that you get a clean copy of mach3 3.43.62 from the machsupport web site. I recommend a new download copy because over the years, there have been different various versions of mach3 released that say the same version number, but are in fact different.
The symptom of no screens shown is known to happen on Win 10 with 3.43.66, but should be OK on Win 7, and OK with 3.43.62 on either W7 or W10.
But let's start with the least problematic combination of Win 7 and mach 3.42.62.
2) Use mach loader to start mach 3 start using the default mill profile. Do the stock mach3 screens show?
3) If not, double check the screen set - use the mach menu view, load screens to make sure the 1024.set (the default mac3 screen set) is being loaded. Restart mach if you had to make a change.
4) If mach is now loading OK with stock screens, reinstall MSM (just install over the existing installation) into the same directory that has mach3 (typically c:\mach3).
5) Now follow the MSM steps to clone the mach3 mill profile into a profile with a new name - change the new profile to load the MSM screen set (MachStdMill.set in c:\mach3).
Are things now good? IF so great. If not, where along the way did things so wrong?

My issue was how I installed the MACHSTMILL.set files. Reading step 5 solved the issue without re-installing everything. I was install the set files from c:mach3/machstdmill/setfiles/masters rather than c:\mach3.
