Dave, I'm unable to get the tool change button or cycle button to work. I thought maybe these attached screen shots might help. I tried T2 M6, T250 M6, but no go. So I'm hoping these screen shots help.

So when you type into the mdi line for a tool change nothing happens? No error message or anything?

OK so we start from basics and work up from there...
Does the mdi line work at all?
Try these steps:
1) click on the MDI line to activate it
2) type: G91 G01 F5 X1
This tells the machine to move 1" to the X+ direction from where ever it already is, at a feed rate of 5"/minute.
So it should move (slowly) for 12 seconds then stop.
3)hit the enter key to run the MDI line

What happens?

OK, so we know that MDI is working. Next tests:

Go to the run page.
Hit tab to open the fly out.
click one of the rpaid override % buttons, either 75, 50 or 25...
The RRO led On the run screen should turn on (yellow)
click the 100 button, the RRO led shoudl go out.
IF that works, it tells me that the code that is running the Rapid override LED, the Feed override led and the dynamic cycle start button is running.

If ok so far, go to that mach menu: config, general config.
Look towards the upper left of the dialog - what is the mach Tool change mode set to?
It should be "stop spindle, wait for cycle start".
Is that the setting?

I'm suspicious that the tool change mode may be set to "ignore tool change" - that would give the symptom of mach ignoring all M6 commands. Set the mode to "stop & wait".

Now go to the tooling page
We will test the next tool # handling - use MDI to do a series of T# command (no M6, just do the T# by itself),
The next tool DRO should change each time to whatever the # was you last entered.

Ok so far?
Ok, then try M6 by itself... the machines should execute a tool change sequence and change to whatever number tool you last set via the T# command.

Does it?

Good!
I'd recommended that you spend the time to go thru section 8.11 for probing. That will test all the operations and get you familiar with how things work. Then once you know all is well, it is easier to add in the touch plates etc.
